CVC has backed its recommendation by citing allegations of corruption which need to be investigated and interference in CBI cases.
Similarly, with regard to its stand on the allegation against Verma that he tried to induct tainted officers in the agency, the vigilance body in its report mentioned statements from several DSPs, SPs, DIGs and joint directors as well as file notings of the agency’s special unit (SU).

CVC found that starting from the investigating officer to Asthana, all were “unanimous” that Saxena, seen as the mastermind, should be named in the FIR.
However, according to the statements to CVC, Verma omitted the name of Saxena from the FIR without giving any reason.
Similarly, about Delhi cadre IPS officer R P Upadhyay, files revealed that there were “adverse inputs” on him by CBI’s vigilance unit, which were ignored by Verma.
